After canceling the original tendering process in October 2023, Mumbai Metropolitan Region Development Authority (MMRDA) on Wednesday re-invited bids for supplying five major critical systems of Mumbai Metro’s 15.18 km Line-6 (Pink Line) project.

These systems under Package CA-232 include rolling stock (18 trains of 6 coaches), CBTC signaling & train control (S&TC), telecommunication, platform screen doors (PSDs), and depot machinery & plant (M&P) for Kanjurmarg Depot. These systems are collectively referred as RSTPD.

The city’s new Line-6 will connect Swami Samarth Nagar (Lokhandwala) – Vikhroli via 13 elevated stations. It’s been under construction by J Kumar Infraprojects (Packages BC-01R1 & BC-03) and MBZ – EIIL JV (Package BC-02R) since 2019.

New Development Bank (NDB) will fund the design and build component of this contract spanning 104 weeks (2 years) through a $241 million loan approved in 2020. MMRDA will fund the comprehensive maintenance component of 17 years which includes 2 years of Defects Liability Maintenance Period (DLP).

  • Estimate: Rs. 2064.63 crore
  • Contract Period: 2 + 17 years
  • Pre-Bid Meeting: February 26, 2024 at 11 am
  • Bid Submission Deadline: April 2, 2024 at 2 pm
  • Technical Bid Opening: April 3, 2024 at 2 pm

MMRDA’s Brief Scope: Design, manufacture, supply, installation, integration, testing and commissioning of rolling stock, communication based signalling & train control, telecommunication, platform screen doors systems and depot machinery & plant including 15 years of comprehensive maintainence after 2 years of defect liability maintainence period of line 6 [Swami Samarth Nagar to Vikhroli (EEH)] of Mumbai Metro Rail Project of MMRDA

Line-6’s rolling stock was earlier to be procured under Package CA-130 / MRS 3 with a 3 year design & build deadline, while its signaling & train control, telecommunication and platform screen doors systems were to be procured under Package CA-132.

Per the new package CA-232’s schedule, Line-6’s prototype train has to be delivered at week 52 (1 year) after contract signing. The rest 17 trains have to be delivered, tested on ATO mode and ready for commercial operations at week 104 (2 years from signing).

Looking at the supply of trains from recent contracts for Agra & Kanpur and Bhopal & Indore metros, the two year timeframe for simply delivering Line-6’s trains itself is extremely tight, forget testing. I envision either MMRDA will relax that timeframe after feedback from the pre-bid meeting or train manufacturers will not honor the schedule when supply starts.

Either way, I don’t see commercial operations on Line-6 starting before 2026. Bidding is currently underway for the line’s power supply & traction, E&M, lifts and escalators contract (Package CA-233) and architectural finishing work at all stations (Package BC-04, BC-05 & BC-06 by DMRC).
