Mumbai Trans Harbor Link: GRIL & Gawar Bid for O&M Contract

GR Infraprojects (GRIL) and Gawar Constructions have submitted bids for the operations and maintenance (O&M) contract of the soon-to-be-inaugurated 21.8 km Mumbai Trans Harbor Link (MTHL) project after technical bids were opened today.

Officially named as ‘Atal Bihari Vajpayee Sewri – Nhava Sheva Atal Setu’, this six-lane bridge by Mumbai Metropolitan Region Development Authority (MMRDA) connects Sewri on the Mumbai-end with Chirle on the Navi Mumbai-end within Maharashtra.

MMRDA had invited bids for its O&M contract in early October and expects the contractor to be onboard for a period of 2 years. The appointed contractor will be responsible for maintaining the bridge’s civil structure and operations of its Advanced Traffic Management System (ATMS).

The bids have now been sent for technical evaluation which can take a couple weeks to get completed. MMRDA last week invited bids for appointing a Project Management Consultant (PMC) to oversee the O&M contractor’s work. The current bid opening date is January 8, 2024.

Both contracts are crucial for safe traffic operations, so I reckon we’re easily another 30-60 days out from seeing the bridge getting opened.

The bridge’s construction work was carried out through 3 civil packages awarded to Larsen and Toubro – IHI Corporation JV (Package 1), Daewoo E&C – Tata Projects Limited JV (Package 2), and Larsen and Toubro (Package 3). Detailed scope of each can be viewed here.

With major civil work recently completed, MMRDA and its contractors are currently engaged in bridge load testing, lane marking and landscaping works. STRABAG – EFKON India JV, the contractor for Package 4 (Intelligent Transport Systems or ITS) is currently engaged in installing equipment for toll management.
