6 Bidders for Chennai Metro Line-3’s Elevated OMR Section

6 construction firms have bid for constructing Chennai Metro Line-3’s first 10 km elevated package between Nehru Nagar – Sholinganallur after Chennai Metro Rail Ltd (CMRL) opened technical bids today for Package C3-CP08-EV-01/RT-01.

This is a retender of the 118.9 km Chennai Metro Phase 2‘s Package CP08-EV-01 which received 3 bids in July 2021 from L&T, KEC and JMC. That tender was canceled in December 2021 due to a major redesign of the line’s viaduct.

In the earlier design, a double-decker viaduct was to be constructed to carry OMR’s IT Expressway on level-1 and metro’s Line-3 on level-2. Now viaducts for both the metro and expressway will be built separately and located parallel to each other.

The scope of this corridor includes an approximately 10 km viaduct starting from a ramp south of Taramani Link Road Station with 10 stations on Old Mahabalipuram Road (OMR).

CMRL re-invited bids for its construction financed by Japan International Cooperation Agency (JICA) in December 2021 with a 36 month deadline and an unknown estimate.

  • Dineshchandra R.Agrawal Infracon Pvt. Ltd. (DRA)
  • GR Infraprojects Ltd. (GRIL)
  • Hindustan Construction Co. Ltd. (HCC; likely in a JV with KEC)
  • JMC Projects India Ltd.
  • Larsen and Toubro Ltd. (L&T)
  • NCC Ltd.

Brief Scope: Construction of elevated viaduct (approximate length-10 km) including elevated ramp and ten (10) elevated metro stations at Nehru Nagar, Kandanchavadi Perungudi, Thoraipakkam, Mettukuppam, PTC Colony, Okkiyampet, Karapakkam, Okkiyam Thoraipakkam and Shalinganagallur

The bids have now been sent for technical bid evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor for its construction.

CMRL on Monday cancelled Line-3’s second / southern-most elevated package (C3-ECV-01) for similar design change reasons. That 10.13 km section connecting Sholinganallur and SIPCOT-2 consists of 9 stations and CMRL received 3 bids in July 2021. A re-tender notice should be out soon.
