Sudhir Power Wins Delhi Metro’s E&M at Sarita Vihar & Ajronda Depots

Sudhir Power Projects last Monday emerged as the lowest bidder for electrical & mechanical works (DE-12) for augmenting Delhi Metro’s Sarita Vihar and Ajronda Depots after DMRC opened financial bids.

This package of the 65.1 km Delhi Metro Phase 4 project is part of 44 civil & system packages that are being funded by Japan International Cooperation Agency (JICA) through a Rs. 8,390 crore loan.

Its execution will enable DMRC to repurpose Sarita Vihar Depot for stabling and maintaining 9 trains of the upcoming 23 km Silver Line (Aerocity – Tughlakabad) and maintain train-servicing capacity of the Violet Line through the expansion of Ajronda Depot.

DMRC invited bids for this small package in May with an estimate of Rs. 16.57 crore and completion deadline of 27 months. Technical bids were opened in June to reveal 5 bidders out of which Ethos Power and Shyam Indus were disqualified during evaluation.

Financial Bid Values:

Firm Bid (Rs. Crore)
Sudhir Power Projects 20.38
Blue Star 22.20
ETA Engineering 27.11

Package: DE-12

Brief Scope: Design, Verification, Supply, Installation, Testing and Commissioning of E and M works, Fire Detection, Fire Suppression System, EOT Crane, Compressor and VAC for Augmentation works of Ajronda and Sarita Vihar Depots of Phase-IV of Delhi MRTS.

Sudhir’s bid was 3.81 crore higher than DMRC’s budget, which is a drop in the overall Phase 4 budget, but still 22.29% higher. I reckon the tender will most likely be cancelled looking at how Package DE-05 played out. In that OHE package of the Magenta Line, Alstom’s lowest bid was just 5 crore (but 28.8%) higher than DMRC’s estimate. DMRC was quick to cancel that tender right after financial bids were opened.

If Sudhir get a contract for this, then it’ll be their second win in Phase 4. Back in March, they were awarded a Rs. 123.07 crore contract for Package DE-01 which deals with E&M at the elevated extensions of Pink Line, Magenta Line and Mukundpur Depot.

This is likely the last package for augmenting both depots. Here’s how DMRC’s team of contractors and consultants looks like:
