Gawar Construction, Krishna Constructions and Shiv Build India on Friday each won one package of the 210 km Delhi – Saharanpur – Dehradun Expressway after National Highway Authority of India (NHAI) opened financial bids.

This access-controlled expressway is being developed in 4 phases. Its 32 km Phase 1 (Akshardham in Delhi to Eastern Peripheral Expressway) will primarily be a brownfield upgrade, while Phase 2 (EPE Baghpat to Latifpur at Saharanpur Bypass) will be constructed on a greenfield alignment.

Phase 1 – Package 1 (Akshardham to Delhi-UP Border)

Gammon India was the lowest bidder for its original tender. In April, NHAI cancelled that tender and re-invited bids. Technical bids were opened on June 4 to reveal 13 bidders.

Brief Scope: Development of six lane access control greenfield highway of Delhi-Saharanpur-Dehradun EC under BMP from Design Chainage 0.000 (Aksardham NH-9 (old NH-24)) to Design Chainage 14.750 (Delhi-UP Border) in the state of Delhi (Package-1) on EPC mode

  • Length: 14.75 km
  • NHAI’s Estimate: Rs. 1264.33 crore

Phase 2 – Package 2 (Lohadda – Karaunda Mahajan)

27 bidders had submitted 49 bids for Package 2 and 3’s original tenders. NHAI cancelled those tenders without offering a reason and shortly re-invited bids. In May, NHAI received 55 bids from 29 bidders for its construction.

Brief Scope: Development of 6 lane access control greenfield highway of Delhi-Saharanpur-Dehradun economic corridor under Bharatmala Pariyojana from Design Chainage 27.000 (Vill-Lohadda) to Design Chainage 56.500 (Vill-Karaunda Mahajan) in UP on EPC Mode (PKG-II)

  • Length: 29.5 km
  • NHAI’s Estimate: Rs. 693.70 crore

  • Length: 25.50 km
  • NHAI’s Estimate: Rs. 633.03 crore

The lowest bid for each package was ridiculously way below NHAI’s budgeted estimate. NHAI might seek clarification from the lowest bidders for financial bid evaluation, but I believe contracts would eventually be awarded since they’ve all qualified through the technical round.
