4 Bidders for Siliguri Bagdogra Airport’s New Terminal Contract

Four firms have submitted bids for the civil construction work of a new terminal building at Bagdogra International Airport (IBX) near Siliguri, West Bengal after Airports Authority of India (AAI) opened technical bids on Monday.

This airport in North Bengal is the second busiest in the state and the gateway to the Himalayan towns of Darjeeling, Kalimpong and Gangtok, Sikkim. Its existing terminal has a built-up area of 8,000 sq.m and is capable of handling 400 peak-hour passengers.

Bagdogra Airport’s new terminal, to be built ~500m south of the existing terminal (view on Google Maps), will have a footprint of 1,00,000 sq.m (50,000 sq.m in Phase 1) and be capable of handling 3800 peak-hour passengers.

The new terminal will be equipped with a multi-level car park (MLCP), 10 aerobridges (6 in Phase 1), and its apron will allow 16 narrow-body aircrafts (eg. A320, B737) to be parked together.

AAI had invited tenders for the project’s civil construction contract in September 2023 with a Rs. 960.45 crore estimate and 913 day (2.5 year) completion deadline.

The bids have now been sent for technical evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor.

Here’s a rendering and layout of the terminal via AAI’s tender documents. Its design seems to be inspired by mountains, and I’m curious to see how it eventually turns out.

If things align on the tendering side, then we should see a contractor getting assigned by the end of Q1 2024, basic ground work starting in Q2 2024 and full-fledged construction work starting in Q3 2024.
