L&T Wins Agra Metro’s Electrification Contract AGE-1 & 2

Larsen & Tourbo today emerged as the lowest bidder for the 750 V DC Third Rail electrification system of Agra Metro Phase 1 project, after Uttar Pradesh Metro Rail Corporation (UPMRC) opened financial bids.

Agra Metro’s Package AGE-1 & 2 is one of the few packages that has been tendered independently, with the rest (rolling stock, telecommunication, tracks, etc.) getting bundled along with the newly operational Kanpur Metro.

UPMRC invited bids for it in October 2021 with a Rs. 450 crore estimate and 36 month deadline – funded by the European Investment Bank (EIB) through a 450 million Euro loan.

Technical bids were opened in January to reveal 5 bidders. During evaluation, SWPL – GSC JV’s bid was found non-responsive to the tender conditions and their bid was disqualified.

UPMRC’s Brief Scope: Design, Supply, Installation, Testing and Commissioning of Receiving cum Aux Main Substations Incl HV Cabling from Grid Substations,750 V DC 3rd Rail Traction System,33kV Cable Network, ASS, TSS and SCADA Sys for Corr-1and2 of Agra Metro Rail Project UP.

L&T’s bid of Rs. 453.29 crore was just a tad higher than UPMRC’s estimate of Rs. 450 crore, so I see a contract being awarded in the coming weeks without any negotiations or a long financial bid evaluation period.

UPMRC has stipulated a 12 month electrification completion deadline for the 3 km elevated portion of Line-1’s Priority Corridor between Taj East Gate – Fatehabad Road. That section is under construction by SAM India Builtwell (viaduct & stations) and Lisha Engineers (PAC Depot).

Back in February, Afcons Infra – SAM India JV won Line-1’s 7.93 km underground contract AGCC-02, but a LOA hasn’t been issued yet. Stay tuned!
